I upgraded to 5.7 ECO 3 and I saw the problem again.

This time I think I know what the problem is.  The problem is line 
length.  Lines longer than 255 characters get bounced with this error.
(I was wondering why such a high percentage of what appeared to be 
bounced was spam. The reason is HTML email often has lines longer than 
255 characters and spam is often HTML). Email with content=flowed often 
does this as well)
