So, I see.  I guess the article also answers my other questions.

Could it be that V8.1 was somehow a 'German-specific' release?  I
mean, coincidentally(?), the seller on eBay is also from Germany.
There are also many German VMS customers.  On the HP site there
are several testimonial videos from Germany (and Austria).
