That German page (from 2004) says it's the "current version 8.1", and 
it's a developer kit offering industry standard compilers such as C, C++, 
FORTRAN, COBOL or BASIC on DVD for 70 Euro.

The only German specific thing I see there might be the price. There is 
of course the possibility the package of "8.1 + compilers on one DVD" was 
put together by HP Germany, so not available elsewhere.
