That is correct.

VAX VMS installation goes as follows:

Restore saveset B to the system disk. This populates the disk with a
minimal operating system and sets the startup procedure to the VMS
installation procedure.

You reboot, and the installation procedure then starts and continues the
installation by requesting you give it saveset C, then D etc.

Once the installation has completed, the software sets the startup in
SYSGEN to point to the normal startup procedure.
