If there is ever to be an updated browser on VMS, I'm pretty sure an updated GTK+ is mandatory, so yes, that's important. Just because the latest roadmap says HP will update SeaMonkey doesn't mean they know what it will take to do it.
With ICU I think the issue was that building it requires a version of GNU make slightly less ancient than the one that ships with GNV.
