The volume is a dual format DVD.

To build the volume, you start out with a LD container file that is the 
size of the target DVD, and then use a special image backup to transfer 
the system disk to it.

This results in the entire DVD being formatted.

Has anyone contacted HP and recommended that they also offer ZIPPED 
DVD/CDROM Images for download?
