I have finally got around to doing this on Alpha V8.4. This is the 
version as downloaded via the VMS Hobbyist programme, with the patches as
at 23-FEB-2012.  Run using the FreeAXP emulator.

$ tcpip show version

  HP TCP/IP Services for OpenVMS Alpha Version V5.7
  on an AlphaServer 400 4/166 running OpenVMS V8.4


Problem not reproduceable:

$ set process /parse_style=extended
$ create /directory sys$sysdevice:[dir_bug]
$ copy nl: sys$sysdevice:[dir_bug]dir_bug.dir;1
$ dir  sys$sysdevice:[dir_bug]

Directory SYS$SYSDEVICE:[DIR_BUG]

dir_bug.dir;1
