   No.  And niether was VMS.  Culter only designed the I/O subsystem
   for WNT, based on his design for the I/O subsystems for VMS, based on 
   his design for the I/O subsystem for RSX.

   The rest of WNT is somebody else's fault.

   But he did get a lot of work done with just doing one design.
