After UNZIPing the freshly downloaded kit the 3 files are
Record format: Stream_LF, maximum 0 bytes, longest 0 bytes

file is corrected to fixed length 512 bytes, but the other 2 stay STMLF

Before or after the first PRODUCT command?
On OpenVMS V8.3 or V8.4? On ODS2 or ODS5 disk?

What did you use to UNZIP? As I wrote I used no options at all on an ODS5 disk.
And what DECC Logicals do you mean? I have only a handfull

Until you prove me wrong (on V8.4), I still tend to think, that
a) the GNV V3.0-1 (AXP & I64) kit was produced wrong (ZIP without the "-V")
b) the attribute autocorrection is only done for the .PCSI$COMPRESSED file
c) the *_HPC checksum file is wrong when attributes are autocorrected
(because it is checked after autocorrection)
d) the problem is not limited to GNV V3.0-1 but to every coming kit
which has the "-V" missing at ZIP time)
and so I wonder, why noone found this annoyance so far
