I intended to ask HP what the status of IPSEC on VMS is. So I went to 
the HP OpenVMS web page and found the "Send us your comments" link. I 
clicked on it and then I got "Sorry, we can't find that page. - The page 
you are looking for is no longer available or has been moved."

They must have been anticipating my question.
