   You can send e-mail to OpenVMS.Programs at hp, and include a
complaint about the failing "Send us your comments" link.
I've done that more than once over the past few years, and
you can see how effective it's been.  You should get at least
one automated response, however (and occasionally even more).

   Perhaps, but I can think of other explanations (few of
which reflect well on HP's VMS custodians).
