actual message?  Have you figured out from where the message
is coming?

   My (VMS V8.3) SYS$MANAGER:DECW$DEVICE_CONFIG_GQ.COM is
dated "23-JAN-1996", so I'd guess that no one at HP is
changing that very quickly these days.

   Not a very detailed description of anything.  Have you
looked at SYS$MANAGER:DECW$PRIVATE_SERVER_SETUP.COM?  Did it
change in the VMS upgrade?  Which relevant symbols and/or
logical names are defined where, how?
