This message comes from monitor, not from my AS800, as monitor cannot
	handle vertical frequency.

This file wasn't upgraded and DECW works fine now as I have added
	define/exec/system/nolog decw$server_refresh_rate 60 in
	SYS$MANAGER:DECW$PRIVATE_SERVER_SETUP.COM, but I cannot
obtain a usable VMS text console (monitor only says that Vfreq is out of
range). I suppose I have to add a similar define to force console
	parameters.
