No. SRM console is usable. When 8.4 boots, I can read :
"OpenVMS ALPHA 8.4...
Copyright HP 1976-2010..."
and the next message (date of system bootup).

After this message, screen complains about invalid frequency until
dtlogin.

Console is attached to display (LCD) and keyboard.
