What are the settings of SYSGEN parameters MSCP_LOAD and MSCP_SERVE_ALL 
on the serving node? What does $SHOW DEVICE/SERVED show there?

Verify that the CONFIGURE process is running on the client nodes. It 
does the polling for new MSCP-served units.

You might try a:
SYSMAN> IO SCSI_PATH_VERIFY
before the
SYSMAN> IO AUTOCONFIGURE
on the client nodes.
