For the usual ftpd, it is the timeout with no commands being sent.

For linux ftpd, there is a timeout option in ftpd.conf, and also
a maxtimeout.

It shouldn't time out during a transfer, but it will if no more
commands are sent after then end. 15 minutes seems to be the
linux default.
