[Info-vax] preventing FTP from timing out

It wasn't my transfer; someone transferred it to me and sent me an email 
saying that it had timed out.  However, actually the entire file was 
sent.  Perhaps the user overlooked the message that it had been 
transmitted and saw just the timeout message.

Yes, that looks like what happened.
