I think that it's ignored because it's not a material part of the
bottom line.  Itanium and OpenVMS are just tiny little fish in the
ocean that is HP.

HP's bleeding will continue until someone provides new focus.  That
new focus will consist of selling off the pieces that don't make sense.
Ideally, they would unload OpenVMS and get some cold hard cash.

This would also help out OpenVMS.  I wouldn't make any plans for world
domination in that scenario, but if you want OpenVMS to have a better
future, it needs to have a larger role in the bottom line.
