[Info-vax] FTP permissions

Hi,

I'm a newbies in OpenVMS. I'm a bit stuck here with the FTP permissions. 
Below is the folder permissions.

host> dir /pro /sec folder

Directory SUMMARY:[000000]

folder.DIR;1          [staff,user1]                 (RWED,RWED,RWED,RWED)

I ftp a new files and below is the permission.

Directory SUMMARY:[FOLDER]
file1.TXT;1          8-OCT-2012 11:35:37.71  [staff,user1]                 (RWED,RWED,RE,)
 
According to the user, earlier files have RWED for the world permssion as below.

oldfile;1
                      5-OCT-2012 17:04:14.35  [staff,user1]                 (RWED,RWED,RE,RWED)

Anyone know what I need to do in order for the ftp file to have RWED permissions for world?
