Start with:
tcpip show version

Not a useful description. Is the VMS system the FTP
client or server? Are you using anonymous FTP? As usual,
showing actual commands with their actual output can be more
helpful than vague descriptions or interpretations.

It's none of my business, but why, exactly, does "the
user" want these protections? And is "the user" any relation
of "[staff,user1]"?

If you're using that account.

That would probably be my suggestion, depending on what
you're actually doing.
