Sorry for late reply.. After further checking with the user, seem like previous file doesn't have RWED permission for world. They manually set it using a scripts.

I have run this command to set the default protection for the acl as below.
set file/acl=(DEFAULT_PROTECTION,SYSTEM:RWED,OWNER:RWED,GROUP:RWED,WORLD:RWED) TEST.DIR
