In the one I mentioned previously, where a hospital was expanding,
in the end they paid 2.54 times market.
It seems that the state law would have required them to get all
the condo owners to agree, which would be pretty hard. Instead,
they got the law changed (or a special one-time change) allowing
the deal to go if 80% of the ownwers agreed.

For an ordinary house sale, you often get less than you spent
on a renovation, sometimes down to 50%. For the usual cases,
real estate agents can tell you pretty much what things
are worth.
