When I was doing some work with SSH, I needed TCP/IP V5.6 ECO5 to get it 
to work.  So while there were attempts earlier, it appears, from my 
experience, that SSH was viable starting with the above mentioned version.

As for tunneling, I'm not sure of the actual question or statement, but, 
I believe DEC had a product called STUNNEL, which may or may not have 
had anything to do with SSH.  So it's possible that there might have 
been tunneling prior to there being availability of SSH.
