For some years, IBM and DEC were the big players in the game.

DEC Fortran had, relative to IBM, many more extensions to the standard.

By the time of VAX and VMS, DEC wanted people to be able to easily 
switch from IBM, and so would have had to support all the extensions
that IBM had. They also tended to keep any extensions that previous
DEC compilers had added.
