Yes, that is true if you are buying the license for being able to run the system. You can use either Hobbyist or AllianceONE licenses instead for the actual running of the system - but these licenses do not qualify for support - you need the actual purchased license for support.
One can have a small system in the corner - for instance - that is licensed for support and upon which you "duplicate" the problem - if you are submitting a support case...
The important thing about this is it gets information out in front of people so they can now "make a decision" rather than grouse about the lack of information and continue to wonder how to do it or how much it will cost - or not cost for that matter.
