Since most of the noise comes from the air inlet and exhausts, it
becomes hard to muffle the sound without impeding on the cooling
requiremenmts.

I you compare a Mac Pro to an 1U Xserve, the Xserve is much noisier
because it needs many tiny fans running at high RMP, while the MacPro
has a couple of 5" fans that run at low RPM and make a lot less noise.
