Does an equivalent ssh command to log into the target server work?

Make sure the ssh server and (particularly for this case) the ssh 
client are enabled on the OpenVMS I64 server via 
@SYS$MANAGER:TCPIP$CONFIG.COM.

There are various patches available from HP (if you have support 
access) for TCP/IP Services; you might start there.
