I suspect Phillip is referring to more recent chainges to MAIL; to 
changes made in the V8 range.

The MAIL rewrite into C happened back at OpenVMS V7.0.  Long before the 
Itanium port.

The rewrite sought to reduce the support costs and effort involved in 
dealing with the old code.

C had become the preferred language for rewrites and for new OpenVMS 
work back then.

The programmers involved in the rewrite knew Bliss quite well.

I was supporting some of the Bliss code one of the folks had previously 
written.
