Yes.

But that's not the problem you need to consider.

You can cross-boot, but you need a same-architecture to install.

Host-based InfoServer is your friend, here.

That'll usually work, but you'll usually also have some "fun" getting 
the emulated network to work.

simh on a recent x86 box is usually (far) faster than a VAX, too.

Get some SCSI disks.  Easy.  Cheap.  Solves all the issues here easily, 
too.   Also solves the problem that — without local storage — you're 
activating images and paging memory across a ten megabit Ethernet, 
which will be ghastly slow.  Slow.  Even by VAX standards.
