I've never done it, but I'd try this:
Find the instructions for a naked install on VAX hardware. They
start with using standalone backup to restore a base image from
media to disk. Use backup/image on the Alpha instead of standalone
backup.
You do need to make the VAX boot as a cluster member from the get-go.
That means using the Alpha to put the cluster security file on the
VAX disk and and interactive boot on the VAX so you can set the
SYSGEN parameters.
Then set the Alpha to serve the base image the same way it would be
set to boot a fully installed image and interactive boot the VAX.
The VAX can then finish the installation.
I haven't tried this, so if it doesn't work, the next thing I'd try is
setting up the Alpha as a LAST server and doing a LAST based install on
the VAX. Again, it will have to join the cluster from the get-go.
