"Doesn't work"? Unfortunately not much to go on, there. Here's some
reading around getting answers that might help here

intended. We could use (need) the text of error messages,
diagnostics, DCL commands tried, software versions, or other relevent
details.
Now since you're looking at DECnet and clustering...
First, to ensure there's no confusion around the relationship between
DECnet and clustering...
...SET HOST is unrelated to clustering.
...DECnet is unrelated to clustering.
...Clustering does not require DECnet.
...DECnet does not need nor use nor depend on clustering.
As for choosing, installing and running a DECnet package...
DECnet-Plus / DECnet/OSI / DECnet Phase V can be a not-great idea, if
you're just getting started. (While there are a few advantages to
DECnet-Plus, things like configuration and management simplicity,
efficient use of resources, or a small memory footprint aren't among
those.) If you've followed the defaults during a VMS installation and
have installed DECnet-Plus installed, I'd recommend removing it and
installing DECnet Phase IV.
Given your environment... DECnet Phase IV (and DECnet-Plus, with its
default compatibility with DECnet Phase IV) also tends to have issues
around virtual networks, as it wants to swap the MAC address for the
network when it starts, and that change can cause problems with the
networking within an emulated network, or a WiFi network. Best to get
things going with IP and telnet to start with.
Depending on how you're copying the file, you might be using the
clustering (SCS) protocols to transfer the files, and not DECnet.
