Most people using an Oracle database product on VMS use Rdb.  My guess 
is that while some fraction X of that number might use non-Rdb Oracle on 
VMS, support for that would cost a fraction Y of the support for Rdb, 
with Y>X.  On the other hand, X<1, i.e. there are fewer non-Rdb 
customers, so price for support (and licenses) for non-Rdb Oracle on VMS 
would be, per customer, more than Rdb.  Rdb is already rather expensive.
