What is your goal here? Are you trying to preserve the status quo?
Do you have a stake in maintaining the status quo?
Do you have an alternative solution that seems, to you, better?
Remember, it's not sufficient to solve the technical problem(s).
There are people involved with various interests of their own!
Some, or all, of those various interests must also be satisfied before
anything can be done.
