[Info-vax] Changed Boot behavior on XP1000 since 2013

   When last I looked, which was a while ago, only V8.4 and a
big update kit for it were there.  My main Alpha system runs
V8.3, and my primary IA64 system runs V8.3-1H1, and I was in
no particular hurry to change them, so the current hobbyist
patch availability, while better than nothing, is not so
useful for me as the old one was.  (The old, carefree,
"anything anytime" access scheme nicely involved jumping
through no hoops (like requesting renewed credentials), and
lent itself to the use of Wget, all of which generally leaves
me longing for the good-old days, more even than usual.)
