The current availability is just the most recent patch rollup for the current release of VMS on each architecture. I have started a discussion with my contacts to see if they might be able to do a similar thing for one prior version.
As far as the patch access mechanism and hoops, not much is expected to happen there. The access is controlled by people in the Services Organization at HP and not Engineering. And as you should be aware, all of the different OS environments, including HP-UX are affected, not just VMS. Not much is going to change there I suspect.
