Just the other day when I applied the latest updates to a Linux box,
when it asked me to say Yes to the Adobe EULA.
Adobe Air still works on Linux, although support was dropped for it a
couple or so years ago.
And looking into the Linux Mint (based on Ubuntu) repository I see Adobe
Reader and and various plugins available. I haven't had Adobe Reader on
any of my own systems for several years now.

I believe Bill is talking about OpenOffice or LibreOffice.

No Apple don't compete in the budget end of the market but if you
compare like for like higher up, Apple are nowhere near twice the price.
In fact if you want to go for Windows Pro or above the Windows boxes are
more expensive, and that's before you start adding extras which are
included in OS X.
The cheap upgrades for Windows 8 are about to end too:
http://www.theregister.co.uk/2013/01/18/win8_upgrade_discounts_ending/
"As previously announced, all of the above prices end on January 31.
Starting in February, all editions of Windows 8 will sell for their full
list prices, which means the cheapest Windows 8 upgrade will go for
$119.99.
Note, however, that unlike the discounted upgrades offered previously,
that price just gets you Windows 8, not Windows 8 Pro. If you want the
additional Pro features including BitLocker encryption, domain
connectivity, and Hyper-V virtualization, among others you'll need to
shell out a little more for the Pro upgrade edition, priced at $199.99."
