Sorry, I mistook _Open_BSD for /Open/VMS for a moment there.
Well, that's not easy to answer.  I personally like NetBSD a
lot, it's nicely streamlined, runs on tons of interesting
platforms, it's bloated (at all) and it provides a more than
decent library of F/OSS.

I'd personally go for NetBSD, because I doubt you'd be taking
much advantage of "pf" and the many other typical features of
OpenBSD on an ancient system like that.
