[Info-vax] Changed Boot behavior on XP1000 since 2013

A little birdie has a suggestion:

    This has been seen on v8.3 Itanium, too, on EACH AND EVERY
    ONE of <a customer's> 14 OpenVMS systems, but over a YEAR
    ago.

    The fix FOR THIS was the SYS updates from Oct 2011; when we
    installed this set, it was all fixed:

    It can't be said that it's the same issue, but it sure looks
    suspiciously similar.
