I have got a reply from a support guy for Websphere and MQ at IBM.

Here is what he wrote, freely translated from Swedish:

Hi.
OpenVMS 8.4 is not supported to run any MQ version.
As I understand, there is no plan for the [MQ] lab to
do any verification on 8.4.
That doesn't say that it does *not* work, but in case of
troubles it has to be reproduced on a supported version.
