Definitely try it, but I'd expect it to work.
While you'll need to boot from a version that has the encryption and
compression support, the OpenVMS I64 bootable backup should be able to
restore both compressed and/or compressed savesets. It's "full"
backup after all, running from a full (albeit read-only) system disk.
The old (and exceedingly limited) standalone BACKUP is found on OpenVMS
VAX, and on the oldest OpenVMS Alpha releases.
Do also look at burning your own fully-patched and tested bootable
BACKUP disk, too. Or at least creating and testing a bootable disk
brick.
