Are you really looking for a VMS-hosted PL/M cross-compiler?

There may well have historically been a PL/M compiler on VMS
(targeting 8080s etc) but these days you'd likely be better off
looking elsewhere for that kind of cross development tools. 

A search for 'PL/M compiler download' produces a few hits, some
from the likes of bitsavers (saw docs, didn't see binaries), some
from commercial outfits like Keil (now part of ARM), and plenty I
don't instantly recognise. I didn't take the time to look any further.

Perhaps a few contributors here who do (or have done) microprocessor
stuff may have additional suggestions.
