Well, it is not that easy/obvious.
FAL is just one half of the picture. The other half is DAP, which is the
client side. And in VMS, that is baked into RMS. Which means all
applications can access it, but no application have any code themselves
for it. It lies inside the services provided by the OS.

Indeed. No argument about that part. But then again. Anything can be
done by any computer/OS. It's all just software. The question is only
how big an effort it might be.
