You have an uphill battle.

The existing VMS port of python, http://www.vmspython.org/FrontPage, is 
not yet integrated with GNV.

Currently Jean-François is working with Bill Pedersen and Eric Robertson 
on adding better support for GNV in Python 2.7.8.

So if your project has C code to produce a shared image, the configure 
and make probably needs to be done separately from Python right now.

Python 3.5 on VMS is a work in progress, and nowhere near usable, but 
you can study it for examples on how to use the current GNV programs to 
build a project.
