I was in a similar position to you. My dynamic IP address was stable for
months on end and even survived power cuts. At some point outgoing mail
became largely impossible because everyone started blocking dynamic IP
address ranges, and the next step was the ISP insisting on SMTP
authorisation.
At that point I moved to a webhosting service which included an IMAP mail
server and I started using that.
