If the ISP blocks port 25 traffic, and VMS is stuck on port 25, then
there is nothing which can be done.
You need another box in your LAN which acts as the gateway/relay and
gets VMS traffic from port 25 and then forward it to external relay with
SMTP AUTH on 587.
At that point, it becomes simpler to move all mail traffic to that relay
box, leaving only messages that actually originate on VMS to be relayed
to the internal LAN relay to go out.
The other option is to get a good ISP which provides fixed IP address
and does not block ports (generally a business account)
