Such as, for instance, the "send-from-file utility"
SYS$SYSTEM:TCPIP$SMTP_SFF.EXE? At least, I tried getting some UTF-8
through it and didn't get what I expected. It might've done something
wrong or it might've been a limitation in a downstream MTA, but I have a
feeling it's yet another VMS utility that hasn't had any TLC in a very
long time.
