I'd wager that was an issue within SFF, or possibly with VMS SMTP. VMS
MIME has had a few encoding issues over the years too, had you gone
that way and not SFF.
VMS itself never really grokked UTF-8, which means there are quite
probably a few gremlins lurking, beyond the generic problems with the
UTF-8 displays.
