Hey Paul, try this (assuming a fairly recent OpenVMS):

$ MCR SYSGEN
SYSGEN> SET DCL_CTLFLAGS 8
SYSGEN> WRITE ACTIVE
SYSGEN> EXIT
$ shutdown -h now

PS, don't do it in production. ;)
