Well VMS did refuse to die at the bidding of a Unix command :-)

Can't wait to see what it does :-)
The cause of my error was this:
$ show symbol shutdown
SHUTDOWN == "@SYS$SYSTEM:SHUTDOWN 0 SHUTDOWN YES NO LATER NO SAVE,REMOVE"
--
$ exit 13492
%SYSTEM-F-GAMEOVER, all your base are belong to us
