Well VMS did refuse to die at the bidding of a Unix command :-)

The cause of my error was this:

$ show symbol shutdown
  SHUTDOWN == "@SYS$SYSTEM:SHUTDOWN 0 SHUTDOWN YES NO LATER NO SAVE,REMOVE"
