What's been happening to/with this Rightslist file?

You said that some users have strange values in their process rightslists, things that should be characters are goobledy-gook.  That's just the user end. Do these identifiers even exist in your RIGHTSLIST file? Did someone blow away some identifiers without caring whether they were assigned to anyone (or anything)?

If you can figure out what the ACSII values should be then maybe you can just change (or properly assign) the values.
